Cold Start Question 850

Cars do funny things in cold weather. On my '95 850 turbo yesterday, the car started fine, only to have no throttle response over 1000 RPM. The accelerator went to the floor, but no increase in engine speed. This was while in park position. As the car warmed up, the RPM's increased and after about 10 minutes, everything was back to normal. While sitting there, I was thinking about fuel conditioner, water in the lines, etc. Strange!

Does Volvo have a limiter or electronic override that inhibits more throttle when cold? I was thinking that maybe there was low oil pressure to the turbo and the ECM wouldn't let me increase RPM due to this.

Any thoughts?

Interesting to note that in the morning at home this didn't happen and the temp gage said -2degF. This happened when it was about 10degF, however the car was in a parking lot subject to constant wind of 20mph, which would make things seem colder.
