Winter/Snow Tires? S70 1998

Currently I have a set of 5 months old all season tires on my S70. I am debating whether I should get a set of winter tires or not. However, I am also trying to minimize my spending. Here are my options:
1. A set of 4 from dealer for $850 + tax
2. A set of 2 from dealer for $425 + tax (for front wheels)
3. Get a set of 4 (or just 2) from other tire stores
4. Stick with my all season tires like I have done in the past.

All suggestions & opinions are appreciated.
