Climate Control: Circulating Problem... Always fresh air S70 2000

So, after changing my oil at 75k, I went on to the pollen air filter. I've had a problem recently with getting smells from outside the car even when I have the recirculating air selected. At first I thought it was the pollen filter but the old one looked fine. Here's what I did notice.

At the bottom of the air intake that the pollen filter protects, there's a flap that covers another path. I'm assumeing this is the flap that selects recirculating vs. fresh air. Right now it lays shut always letting fresh air in. So, I tested the flap out doing recircluating, fresh, A/C, heat, ect... None of these got the flap to close off the fresh air flow. Is this broken?? I'm asumming it's gone.

What is this flap called, and how much does this cost... Let me know if more description is needed. Thanks... and I hope santa is kind tonight!
