AC Blower won't work V70-XC70 1998

I have a 98 V-70 with about 93000 miles. It has been a good car but I have started to notice it’s having some issues. Last month the ABS Control Unit went out. Now the ECC won’t work when it is hot out. The last couple of days it has been in the 50’s and below and the system has been working fine but when the AC needs to come on, the fans kicks on then stops and the orange recycle light and the orange on / off switch flash. Any ideas what might be going on? Knowing Volvo it is probably expensive to fix and only the dealer can do it, right?
