$600 to replace a plugged PCV system?!?! 850 1997

The dealer tells me that I need to replace my PCV system because it is plugged. I asked him to just clean it out and he said that he couldn't because the hoses are plugged too. Am I getting the truth here? What can I do as a cheaper alternative??? Thanks in advance for you help.
