My brand new volvo rear brakes squeeeeek (loudly) 850 1997

I just got these installed and had to return to the guy that installed them because they squeak very loudly when I am slowing to a stop (gentle brake pressure). He buffed them up, which did absolutely nothing. The guy doesn't seem to know what to do. Any thoughts? Thanks in advance for your suggestions.
