Front passenger seat in down position 850 1994

I found the front passenger seat on my 1994 850 in down position.
It's all the way back, touching rear seat.
Power motors will not move it up.
If I release the two latches on the bottom of the seat, seat will go
all the way up, and forward towards the dash.
What's wrong here ? Seat will not "catch" in any position except
when it's down all the way.
