Replaced parking brakes, works forwards, but still rolls backwards

I recently had to replace my wife's parking brake cables ('98 S70 GLT, both left and right cables, one was crimped somehow, the other rusted up), and went ahead and also changed out the parking brake shoes (did not replace the rotors though, since are only 6 months old).

The parking brakes now work great in keeping the car from going forwards, but it still rolls backwards pretty easily.

Do I just need to adjust the star-wheel more to tighten them up more, or is this normal until the drum pads get broken in a bit?
