A/C N.G. stop & go traffic only ?? 850 1994

Greetings,
Have 94 850 turbo w. AC problems. have evap leak and used seal kit from auto zone seems to be fine many months now, just had" temp inlet sensor micro fan seized" code cleared same. could this be responsible for shutting compressor for 5-10 minutes at a time always in stop and go traffic, and then working again? if on highway and keep same speed its ice cold and doesnt turn off. will prob buy compressor and evap over summer. Any ideas?? over charged? is overheat cutoff in compressor? sealer screwing up flow? etc. etc.
