A few years ago, volvo's reputation was primarily built on saftey and reliability (this I believe is the primary reason people buy Volvo's).
These days, similar priced "near luxury" cars also complies to the same safety features that Volvo has (side curtains airbags, rollcage, anti-whiplash seats, etc.) Some of these cars also faired as equal to or as well in crash tests as the Volvo. In regards to the newer Volvo's (C70, S40, V70, XC, S60, S800, what gives these cars an 'edge' towards its competitors? Performance? Nope. Reliabiltiy? Nope. Style? That's a personal taste issue..Safety? no.
So why would someone buy a Volvo? Maybe some people who do not know better still associate safety with Volvo, not knowing that other cars are as safe and have better performance and reliability.
