Headlight wipers and spray

Passenger side wiper does not move and neither side recieves fluid. Is there a fix out there for either of these problems. I have checked out the fix on Bay 13 for the windsheild spray, but it doesn't seem to have anything to do with the headlights. For the wiper, is that a bad motor of some kind?

Any help on this would be appreciated.
