Warping rear brake rotors V70-XC70 1999

Anyone with 1999 R's and 1998 R's that are experiencing "warping" or hot spots occuring on the rear rotors that cause a bad vibration during highway stops? I'm on my 3rd set of rotors with 84,000km on the vehicle. Friends of mine with the same car have experienced simillar issues. Volvo Canada says that these are "wear items" and are not covered by warranty, even though they are not worn thin. I wonder if Transport Canada should be made aware?
