Chip ECU upgrades to '99+ T5s S70

Why is it that Volvo requires the VIN for the ECU? Is it a security upgrade of some sort? Does this hamper the effectiveness of the tuning software, or is it the same ECU that requires only a VIN to start?

Any insights would be appreciated.
