HKS Turbo timer 850 1994

I found a HKS Turbo timer located under the steering column. It took a bit of internet browsing to discover just what it is and does but when I turned it on and tried it it didn't work.
It does turn off the radio and lights etc but the engine goes off with the key as normal.
Anybody have any ideas about how it works, how to set it or how to wire it correctly??? Maybe it is and I just dont know how to operate it
