'98 V-70 DTC code PO410

The code indicates the secondary air sytem malfunction. I explained this on Volvospeed but still stumped. I replaced emissions air ppump, check valve, and solenoid. And light returned. I checked for visual vacuum hose leaks and found none. I swapped the relay for a different one. The light comes on and the code indicates the same problem. Any more ideas.
