Identified source of rattle: how to lubricate it? 850 1996

I have identified the source of the most obnoxious rattle in my 850's dash as the plastic piece that surrounds the cigarette lighter and the OBD connector. What I would like to do this weekend is try to eliminate that rattle. I have been thinking about removing that piece, and I have a couple of questions:

1) I have figured out how to unscrew the piece from the rest of the dash (take out the ashtray first), and I can probably figure out how to un-do the cigarette lighter connections. But how do I remove the OBD connector? What I am trying to do is take out this plastic piece completely because...

2) ...I was thinking about putting some double-stick tape on the bottom of it, and also around the area where it sits, to give it a bit of a cushion. But I am wondering if anyone out there has any better ideas. One Volvo mechanic suggested using Vaseline, but doesn't that damage the plastic? If I use some sort of lubricant, I want something with a thicker consistency that WD40 or Tri-Flow, because I don't think those will work.

Suggestions anyone?
