Fresh air vent damper not closing, foam in the way V70-XC70 1998

What is the best way to access the duct behind the damper in the center fresh air vent?

I tried moving the obstructing foam with a long screwdriver but couldn't.

I then tried removing the grille assembly by prying what appear to be four barbs, but it wouldn't budge. Is this the way in, or are the control wheels/gears "too connected" to remove this grille?
