fault code 4-4-4 for ABS/TRACS 850 1995

Im getting a fault code reading of 4-4-4 from my ABS/TRACS. Haynes manual states that there is no power supply to hydraulic modulator valves, but does not give a clue on what to check in order to find out what is wrong. What relay, fuse, or wiring harness should I be checking. Any other suggestions to find out what caused this fault code?
