XC 70 2007 remove wiper arms (Help)

Thinking they be seized as this is Michigan car? Tool I used on the BMW won't work! I fabricated a tool to use my slide but no joy! FYI I have searched.

Is this a tapered interference fit and/or with serrations? Amazon does offer a tool provide force in both directions.(PUSH AND PULL?)

I need to access the exhaust side of the engine. Plastic bracket of some sort is loose from back side of timing cover!

Thanks for any ideas!
