Odd Fuse Issues (Parking Lights/Climate Fan) V70-XC70

I have two separate issues. All parking/position lights/license plate lights are out and the two fuse bays, 30/31, in the passenger compartment are dead - no juice!

And the climate control fan fuse - with no key in/nothing running, I replace the 30A fuse and it blows in three seconds. Went through two yesterday.
