AC blend flap problems - 2002 S60 S60

I have no history with fixing any interior AC issues on our Volvo's. If this were the jags I've owned I would have an idea about what was going on with the system.

The AC compressor was newly installed last summer. The drivers side will blow at 49F and that is fine but the passengers side will only get down to 60F. That isn't good enough for my wife's comfort.

I have also noticed that when the windshield defroster is turned on, the passengers side blows no air.

Does the S60 have twin fans - one for each side.
Does the S60 have actuators that are vacuum activated
Does the S60 have a relay that could be sticking on the passengers side
Does the cabin filter affect the efficiency of the AC

I do know that I have never owned a car that is enjoyable to work on anything interior and located under the dash. It would be nice if the Volvo is different from the other cars I've owned.
