Update - new 5o me 96 855 Wagon power steering fixed! 850 1996

Been working thru various mechanical repairs to get road worthy but the power steering was my biggest concern. I was told it was the steering rack when I got the car from the previous owner. Installed a used Volvo pump from the boneyard the other day ($50) and steering feels good as new. Bit of a pain to get off especially the bolt next to the upper radiator hose, best if you drain some of the antifreeze and remove the upper hose for more clearance. Also difficult to get the bolts that go between the pulley started since they want to fall out of the socket as you feed them thru the hole in the pulley. One trick I used was to wrap a piece of electrical tape around the end of the deep well socket so that the tape folds inside the socket then when you place the bolt head in the socket it is gripped tightly. The pump I pulled off was an aftermarket unit with slight amount of play in the shaft.
Shout out to Klaus C. as I tried his idea of tapping pennies or in my case 1/4 washers to the flats of a 1/2 drive breaker bar which fit the serpentine belt tensioner enough to easily remove the belt. I don't have the proper tool but this worked great.
