axle won't go in enough to get ball joint into control arm V70-XC70 2007

I am replacing the ball joint and have the control arm pulled down with a tension strap. However I can't get the ball joint in board enough to line it up with the hole in the control arm. It feels like the axle will not go in and is preventing the ball joint/hub from moving inward. Do I need to start taking the axle apart?
