Oily hose at intercooler. 850 1997

Got stone hit at park road. Stopped to check and when looked under the car, discovered oily plastic cover under radiators. Oil was very dusty, so definitely not because of that stone, which just scratched subframe. At home after detaching of the cover and closer look I'v got that hose coming from turbo to intercooler is oily around connection place too. I guess there is nothing around that hose which may leak except itself. This connection looks like the lowerest part of a turbo system and all radiators. Had thermostat changed by dealer couple months ago, so can it be just coolant left there - for such a long time? Isn't it a symptom of some turbo problem?

'97 855GLT with low pressure turbo. 66K miles.
