ABS and TRACS lights - only when wheel wet 850 1996

Ok gurus, what the heck does this mean?

When I go through a deep puddle or wash the car in either a "touchless" wash or by hand, my ABS and TRACS lights both come on. The only way I can get them to shut off is to turn the car off for a while then restart. They then both come on for a couple seconds then they go off.

Any theories on what's going on, how dangerous it is and what it will take to fix it?
