No OBD ignition readout - What does this mean? 850 1995

The last 3 times I have tried to pull codes off of the A-6 ignition port I get no response. Push the button and the red light comes on but no blinks. Could this mean the ignition ECU is bad or perhaps something else? Any way to diagnose what's going on? FYI - the A-1 and A-2 ports work fine with no codes.

I am about to install a new cam position sensor but I want to make sure I'm on the right track before I throw any more parts at it. I also have a new fuel pump relay ready to go.

My car still won't start and unfortunately work etc. has been too busy for me to spend lots of time diagnosing this problem...
