brakes are rubbish in rain S60 2007

I've been battling this on and off for a year now. In the rain, specifically colder rain the brakes in my 07 S60 are complete rubbish. Once they get wet it takes a few good hard pushes on the pedal (first one to cause friction and heat on the rotor, second pump finally grabs) to get the car to stop. By comparison, I think the overall braking performance of the car sucks anyways, my 92 240 was much better. All four corners of the car are confirmed no name aftermarket pads (and rotors assuming).

I need this wet issue to be gone, fiance drives car occasionally and well, the safest car in the world shouldn't have the braking performance of a Dodge K-Car.

I could care less about brake dust, i clean the car obsessively. In fact, brake dust let's me know the brakes are working well, should I just mount OEM pads and rotors all around? I feel this is the best, but am wondering of the aftermarket brands on IPD....I can't assert enough brake dust is not a problem so long as I know I am getting the absolute best brake performance. I clean the rims evert week in the warmer temps, and regularly during the winter.

Anyone else had this, is OEM the way to go? Tasca is about 15 minutes from me and I have some time off this coming up XMAS break.
