Fuel Leak V70-XC70

My 2004 XC70 has developed a problem. I have recently noticed a gasoline smell coming from the car when stopped. It will at times be hard to crank, turning over but no start for a few seconds. I looked under the car and noticed where it appears that gas has been running down from the top of the tank. Is it most likely the fuel pump flange which is a recalled item? Will the tank have to be dropped or is there an access panel from under the rear passenger's seat? I have not had time to investigate thoroughly but I would like suggestions. Thanks.
