Chattering Wipers 850 1996

I saw the earlier posts about stuttering and noisy wiper blades. I have had my 850 GLT about 1 month and it has the same problem. I discovered my windshield is a replacement, PPG. I replaced the wipers with Bosch micro-edge blades with no improvement. It immediately started to rain so I got a fast proof of the problem. It seems as if the passenger side wiper leaves a big deposit of water at he end of it's travel for the driver's side to take care of and it can't. I get this stuttering, noisy, splashy wipe. The passenger side looks and sounds like it should. It also appears that the passenger side wipers rest an inch or two higher on the glass. Maybe the wiper arms were damaged or reversed when the windshield was repalced under the previous owner. What to do?
