heavy steering on my 2009 S60 AWD S60 2009

Have a 2.5T AWD. Last week drove the car and the steering is heavy, kind of like partial power steering, especially at low speeds. Its not like the old manual steering but its not the more finger touch either...? Fluid is at the line, no broken belt that I know off. Fuse???? Thanks in advance, Bill
