Is the "turbo' gauge mechanical or electric? 850 1995

Took the car around the block this morning and noticed that the boost gauge is not working. It's not recording vacuum or pressure. I thought it was strictly mechanical, but after noting a loss of power (feels like the turbo is not working) I'm not so sure. It feels normally aspirated.

I would think that if a BCS (frankly, I don't even know if this car has a BCS. I know the S40 does) was not working I'd still be able to see vacuum at the gauge at idle and coasting. The vacuum lines at the IAC look ok, but I'll have to test them tomorrow.
