Vacuum Actuator 850

I took the intake manifold off the other day and the "gizmo" on the back I found out is the vacuum actuator. Does anyone know what this does? Also, where does the hose from this connect to? Any help would be appreciated. I have an early 1994 N/A manual transmission.
