Urgent question on timing belt replacement V70-XC70 2001

This is about a 2001 V70 with a 2.4T engine (low pressure turbo).
My mechanic is in the process of replacing the timing belt. After the job is done all marks (crankshaft and both camshafts) align properly, but when he was turning the crankshaft (by hand) to check that the marks return to the right position he noticed that piston in Cylinder 1 is NOT in top dead center (point). It reaches TDC when crankshaft is off by 2 teeth (and camshafts - by one).

Is this OK? Does the mark on the crankshaft represent TDC?? There is no way to reconcile this, as the mark is coupled with crankshaft dead (i.e. the toothed crank pulley has no way of slipping)
