Smokes 850 1996

I'm looking at an 850 wagon - great body, low miles, but it "smokes"
The guy selling it knows very little about the car and it comes from decidedly "non-volvo" country.

Unsure if the smoke is white (headgasket) or blue/black (oil). Pretty sure it is oil smoke as the gu I spoke to is a rural mechanic and should recognize a bad head gasket.

I know it smokes pretty much constantly, not just under load or hard acceleration.

What are the chances that this is just a Bad Turbo or a leaking head gasket?
