98 S70 - Loud whine when turning (L&R) and puff of smoke on startup S70 1998

My commuter S70 is starting to be louder than the stereo, so I think I should start investigating. 153K
1. Loud whine when turning both left and right.
-Power Steering fluid is at correct level.
Just age?


2. Puff of grey smoke on start.
Throwing P0455 - Visual check of tubes by charcoal canister revealed nothing, dropping the unit to see the tops of the lines this weekend.
-Any inexpensive fix?
