Questions about HP ratings of 2.3 Turbo engine S70 98

A 97 850 turbo made about 222 hp, a 98 S70 T5 makes around 236,

and the new 2.3 T5 is listed at 247 hp.

How's Volvo increasing the horsepower?

Is it an increase in boost pressure, a chip?

Do these HP increase effect the engine longevity?

What type of HP can you get out of the stock 2.3 turbo engine (without blowing it up)?
