is my fuel regulator toast ?are they repairable?

in trying to track down a slow to fire up situation
and an inefficient catalyst code I pulled off the fuel
regulator vacume line it is damp and has strong gas smell
is this the end of it can you replace the diaphram
there seems a spring clip on it??
any ideas?
