Remove timing belt tensioner pulley, yellowish residue under water pump 850 1994

I am having a hard time removing the timing belt tensioner pulley. I have an L-shaped torx took but i cannot get enough leverage, and the torx tool does not seem to "lock" in place like an allen wrench would. Any suggestions how to do it, is there a special tool for this?

With the timing belt off I can see a yellowish dried residue under the water pump; could this be a leak? I have not had the wagon long enough to notice any coolant loss.
