Removing oil cooler lines, how to? 850 1994

My 855T oil cooler lines are starting to leak. I have new fittings and O rings that I want to see if they'll solve the problem before I go out and buy hoses.

My question is that once the hose clamp is removed does the line just pull out and, what purpose does the secondary OEM clamp that's on there serve?
