Bad MPG 850

After driving my dad's '97 850 for the past couple of weeks I've noticed that the MPG isn't that good. I've been getting 15 MPG around town and that's not even driving it hard. The car is a low pressure turbo automatic. The check engine light is not on and all of the tune up stuff is good (plugs, wires, cap, rotor, air filter). From what I've read in the archives 15 seems very low. Most of the time I even drive with the transmission in economy mode.
