Timing Belt S70 1998

I'm attempting to ascertain whether I have a mechanical or hydraulic tensioner. My engine number appears to be 1337152 (Mfg. 4/98) from the timing cover label. Would I have the newer mechanical tensioner (Eng 5254T)?

Also, my GLT has around 146K miles. The records I obtained from the previous owner when I purchased the vehicle when it had 83K miles only indicated that the s-belt had been replaced somewhere in the 70k mile range. Is it possible for my t-belt to have lasted this long? In any event, I guess it is time to have it replaced again since I have over 140k miles on it now.

Do I need to replace the pulleys also?

I'm going to purchase the various parts I need and then take it to an experienced mechanic for the R & R labor.

If the water pump isn't loose, should I still change it at this interval?
