how to correct overcharged ac? 850 1995

Hi--
My mom's 850 a/c was intermittently freezing up at firewall. The only a/c service in last 3 years was a "recharge" by a local "filling station" (as in, Goober at "Wally's Service Station"). I put gauge on low side and it seemed high (lower 40's). It would drop to about 25-26 after a long time and never cycled off.
I swapped the pressostat from a known good one (my 850) with same results. I assume it was overcharged? If so, is there a way to correct this without evacuation/recharge? Thanks!
