Winter tires in summer? 850

A couple of questions:

How important is it to change winter tires to summer or all seasons when the weather gets warm? Is it actually dangerous to drive on the winter tires when it's warm?

I have my winter tires on ugly old steely wheelies. I have my all season tires on the alloy wheels that came with my 850. Do I really need to have those wheels balanced when they are put back on my car?
