S60 Trailer Hitch

I went to the dealer today to check out a trailer hitch for a 2005 S60. Indeed they have one but the picture shows a cutout in the bumper, which I asked about, and the parts guy explained that they have to cut out a piece of the lower bumper, with a dremel tool, for the receiver to go through. This is incredible. Is this true? The aftermarket hitches don't seem to require it.
