Flashing arrow again 850 1994

A local poor student had the flashing tranny arrow on a 1994 850 NA. Put in a new PNP, but that didn't resolve the problem. The A-1 diagnostics show a code of 313, faulty signal from gear position sensor.
I have not seen this car, yet.
When it is driven from a stop, it stays in low gear. If it is then shifted to N and back to drive while moving, all is then normal. It starts all over again when stopped at a light or stop sign. Nothing but city driving for this car.
We are on a tight budget here, so no dealer $$$.
The reverse lights do come on when in R. The tranny fluid was brown before a flush.
