Computer Incomplete indications 850 1996

The California smog station rejected my son's car up front because of a bunch of incomplete readings on the computer; they said I must have disconnected the battery before the test and that's true, we had done that; also, they said the same year turbo('96) is exempted from the problem but not the non-turbo. They suggested I discuss the problem with the Volvo dealer.

The dealer suggested I drive the car for a couple of weeks and see if that resets the incompletes or.....bring it in and for $200 they would reset the incompletes. Seems like a lot of money just to reset the computer and will this happen every time I lose the battery connection? I feel like neither of these people know what's going on.

Does anyone know what this is all about? Is there some kind of pretesting programmed in the computer? I have a PC program to monitor the sensors and they all check out OK.

The car is a '96 850 with 175k miles. The thermostat, rotor, distributor cap, spark plugs, air filter, coolant, oil and oil filter have been replaced. All the vacuum lines and wiring are OK, And the injectors have been cleaned with Blue Sky. I think it will pass the check if I can remove the incompletes.
