gas pedal is hard to push

I have 2 98 S70 N.A.'s and they are both great. One has a very easy to press gas pedal and the other has a very hard to press gas pedal. Is there some sort of adjustment? The cable doesn't seem to be in bad condition and it returns fine when you let off the pedal.
