Brake rotor problems S40-V40

My friend has a 2003 S40. I changed the front rotors and pads with OE Volvo parts. Now, the vibrating is back under braking. I cleaned all of the mating surfaces and torqued the wheel bolts after I installed the new brakes. To make sure, I pulled the rotors, had them turned, and torqued the wheel back on. The problem returned after a while. I'm thinking that it has to be one or both front calipers.

Any suggestions?
