Replacing PCV Tubing for 1998 S70 T5 S70

The PCV hosing near the breather port (near the spark plug boots, under the access cover) is cracked and leaking oil. Has anyone replaced this piece of tubing? It is find no. 15 in this drawing:

How do I get to the lower clamp? I tried reaching my hand down there without removing anything and had no luck.....

Any help would be greatly appreciated!!

Thanks,
