850 AC compressor constantly recycling 850 1994

The compressor on my 854 kicks on for about a second, then off for about 4-5 seconds; then repeats.

The freon had gotten low, but I don't think I have a leak, as it's cooling somewhat even now. I added some freon, but I'm not getting pressure above about 40 (but I'm not positive the gauge is accurate).

I looked in the archives but didn't come across anything close.

Any ideas, anyone ???
